What each part is, and the problem it solves

Rough Country 91001 is a black neoprene set for both front buckets and the rear seat. Its job is simple: keep water, dirt and wear off the factory cloth.

Bartact solves a second problem. A TJ has almost no interior storage. The Tactical covers carry MOLLE webbing, a grid of stitched straps that pouches clip onto, so the seat backs become storage.

TJSC0306FPBB is the black front pair. The matching rear bench is TJSC0306RBBB. Bartact sells the two rows as separate parts.

Fitment, side by side

The 2003 TJ got a new front seat, with a distinct separation between back and headrest. Rough Country and Bartact both sell a separate part for 1997-2002 because of it.

Same Jeep, two seat outlines, two different cover sets. Bartact's collection page says the LJ rear bench is wider, and tells LJ owners to specify it. Yet the only 2003-06 rear cover is a shared TJ and LJ part. An LJ owner reported a perfect fit front and rear on an '05 Unlimited.

The same Bartact page also claims TJ seat geometry never changed from 1997 to 2006. Its own store sells separate 1997-02 and 2003-06 covers, so go by the store.

These are different materials. Neoprene is soft and stretchy, like a wetsuit. Bartact uses coated woven fabric: its FAQ names 1,000 denier Cordura nylon and 600 denier UV-protected polyester with a polyurethane backing.

Bartact's own pages disagree on which fabric goes where, so check the color you order. The 2003-06 Tactical pages say polyester, with Cordura on the Coyote, Olive Drab and ACU Camo inserts.

Bartact is candid about water. It calls the fabric waterproof but does not claim the cover is 100% waterproof, because the stitching leaves small holes.

What's in the box

Rough Country ships a front pair and a rear cover, plus headrest covers "where applicable".

Each Bartact row arrives separately. The current Tactical page lists one free 13.5 x 6 x 2 inch MOLLE pouch. That line sits in text copied from a JK listing, and Bartact's 2022 page promised two 8 x 7.5 x 2 inch pouches with a front set. Ask when you order.

Bartact's Base Line pages say headrest covers are not included. They are sold separately.

Install compared

Both are tool-free. Rough Country quotes 1-2 hours. Bartact's TJ page says 30 to 45 minutes for the full set, though its general Jeep FAQ says 30 to 60 minutes per seat.

Bartact secures its covers with straps, hooks and elastic cords under the seat. We found no install sheet from either maker for these parts.

Plan for the rear seat lever. One owner removed the plastic trim around the fold lever and tucked the Bartact cover under it. The rear cover has a hook-and-loop flap over the handle.

What it changes on the Jeep

Neither cover changes anything mechanical, and neither needs other parts. The practical change with Bartact is storage. Pouches on the seat backs hold gear that would otherwise slide around the tub.

Bartact advertises airbag tear-away seams, but its FAQ ties that to the JK and JL. It does not matter on a TJ, because no source we checked lists a seat-mounted side airbag on any TJ or LJ.

Warranty and support

Bartact guarantees its products against defects for one year. Color fading, "where mentioned", is covered for two years. Bartact repairs or replaces after reviewing photos.

Bartact seat covers cannot be refunded or exchanged, because they are made to order. Buy through a dealer and your claim goes through the dealer.

Rough Country's maker data states a 2 year limited warranty. Several retailers list 1 year, so confirm with Rough Country at 1-800-222-7023.

Who should buy which

Most TJ and LJ owners: Rough Country 91001. It covers both rows, ships now and costs about a fifth of the Bartact set. It also states the longer defect warranty.

Trail and camping rigs that need storage: Bartact Tactical. MOLLE turns dead seat-back space into organized storage. Owners report covers that still look new after years.

USA-made, no MOLLE: Bartact Base Line. At $599.98 for both rows it keeps Bartact's fabric and US sewing without the webbing.

What does a full Bartact Tactical set cost for a 2003-2006 TJ?

In black, the TJSC0306FPBB front pair is $469.99 and the TJSC0306RBBB rear bench is $459.99 on bartact.com. That is $929.98 for both rows, against $189.95 MAP for the Rough Country set.

Is there a cheaper Bartact option?

Yes. The Base Line covers drop the MOLLE webbing. A black Base Line front pair and rear bench are $299.99 each, or $599.98 for both.

Do Bartact covers fit the LJ?

Yes. The 2003-06 front and rear covers are sold as TJ and LJ parts. Bartact's collection page says the LJ rear bench is wider, but it offers no separate LJ rear part, and an LJ owner reported a perfect fit.

How long does a Bartact order take?

Bartact says 6 to 12 weeks when it does not have your combination in stock. Some owners report waits of three to four months.
