What each part is, and the problem it solves
Past about five inches of lift, a TJ's front shocks decide how far the axle can drop. Too short and the shock tops out before full droop. Too long and it bottoms out internally before the bump stop does its job.
Rough Country 770743_F is a pair of M1 monotube front shocks rated for 5-6.5 in. of lift. The body is a 2 in. seamless tube with a 46mm digressive piston and an 18mm chromed rod. It is the tallest M1 front Rough Country lists for the TJ.
Skyjacker M9549 is a single M95 monotube with a 200 PSI nitrogen charge and a floating piston. Skyjacker lists it as the TJ and LJ front shock for 6-9 in. of lift. It is built for taller Jeeps than the Rough Country, and the numbers show it.
Fitment, side by side
The lift ratings barely touch. Rough Country covers 5-6.5 in., and Skyjacker's M9549 starts at 6 in. The only height both are rated for is 6-6.5 in.
Below that, Skyjacker has no M95 to offer. Its next front shock down is the M9525, rated 3.5-4 in. So a TJ on a 5 in. lift has a rated Rough Country option and no rated M95 at all.

One small flag on Skyjacker's page. It lists the LJ from 2003, but the Unlimited was only built for 2004-2006. Treat that as a typo, not a hidden 2003 model.
Specs and construction
Both are 2 in. nitrogen monotubes with a floating piston and a 46mm piston. The Rough Country rod is 18mm against Skyjacker's 14mm, a 4mm difference. Skyjacker also lists an internal bump stop and 180-degree directional mounting.

Skyjacker publishes 28.48 in. extended, 17.11 in. collapsed and 11.37 in. of stroke. Its SEMA data disagrees slightly, at 28.75 in. and 16.56 in., so we use the product page. Rough Country does not publish lengths for 770743_F in any source we reached.
What's in the box
Rough Country's kit data lists one item: the M1 monotube shock pair, stocked as 770743P. Hardware is not itemized, and the shocks carry their own natural rubber bushings.
The Skyjacker is one shock per part number. Its mount codes describe the ends: S1 is a 5/8 in. hourglass bushing with a sleeve, and BP4 is a 5/8 in. hourglass bushing with a bar pin. Skyjacker does not list a boot for the M9549.
Install compared
Rough Country lists the M1 at 1-2 hours and says it is designed to be mounted body-up. Its photos show a stud top and a bar pin bottom. We found no install sheet for it.
Skyjacker publishes no install time or sheet for the M9549 on its own. The difference that matters is length. A 28.48 in. shock only belongs on a TJ built for that much droop, with brake lines and bump stops to suit.
What it changes on the Jeep, and what else you need
Skyjacker's own 6 in. long-arm TJ kit, TJ60RR1LTK, shows what this height asks of a TJ. It requires a slip yoke eliminator (RR231) and a double cardan CV driveshaft. Skyjacker quotes about 10 hours of install and a maximum tire of 35 x 12.50, and says that kit does not fit Unlimited models.

Warranty and support
Rough Country states a 3 year limited warranty. We could not reach its warranty page to quote the terms.
Skyjacker's limited lifetime warranty covers defects in material and workmanship for as long as the original purchaser owns the vehicle. Commercial vehicles get 1 year, and competition use is excluded. Polyurethane parts, finish and normal wear are not covered.
The claim process is hands-on. You call Skyjacker for a return authorization and supply the original receipt. An authorized Skyjacker dealer must inspect the part, and freight, labor and installation costs are yours.
Owner reports
We searched Reddit's r/JeepTJ and r/Jeep for TJ owners running either shock. We found no citable reports for the Rough Country M1 or the Skyjacker M95, so there is no owner evidence either way.
Who should buy which
Lifted 5 to 6 in.: Rough Country 770743_F. It is the only one of the two rated for that height. It is also the cheaper pair, by $46.91 at Skyjacker's list price.
Lifted 6.5 in. or more: Skyjacker M9549. Past 6.5 in. the Rough Country is out of its rating. The Skyjacker adds published lengths, 11.37 in. of stroke and a warranty that lasts as long as you own the Jeep.
Right at 6-6.5 in.: both are rated, so it comes down to warranty against rod size. Skyjacker backs the shock for life. Rough Country has the thicker 18mm rod, and on the sale price we saw the Skyjacker pair was only $24.23 more.
