What each part is, and the problem it solves
A TJ soft top is two things: a folding steel frame and the fabric stretched over it. The fabric and its vinyl windows wear out long before the frame does. Both of these parts are a replacement skin: new fabric and three new windows that go onto the frame you already have.
That makes this a cheap fix only if your frame is healthy. Bent bows, a cracked header or torn door surround channels need parts neither kit includes. If your frame is gone, Bestop's Supertop Classic is the frame-included route, starting at $1,099.99 on bestop.com.
Rough Country sells RC85020.35 as its full-steel-door TJ top in Black Denim. Its install sheet is titled "1997-06 TJ SOFT TOP WITH FULL STEEL DOORS." Bestop sells 5119335 as a Replace-A-Top for OEM hardware, in Black Diamond with tinted windows, for the 2003-2006 TJ.

One data quirk is worth knowing. Rough Country's fitment rows list the Sahara only through 2004. Its notes exclude only Unlimited and half-door models, so a 2005-2006 Sahara owner should confirm with Rough Country before ordering.
Door type matters on the Rough Country. RC85020.35 is for full steel doors only. A TJ with half doors needs RC85350.35 instead. The TJ doors guide explains how to tell which you have.

Windows are the clearest spec gap. Bestop publishes 40 mil vinyl against Rough Country's 30 mil. Thicker vinyl resists creasing and scratching better, and windows are what usually retire a soft top first.
Rough Country publishes more about its fabric. It states a 23 oz weight and a 135 gauge thread. Bestop describes Black Diamond as multi-layer with UV inhibitors but gives no weight, so the fabric cannot be compared on paper.

Neither kit ships screws, bows or a tailgate bar. You move the old ones across. Keep every header screw you remove, because both instructions reuse them.
Install compared
The two install sheets follow nearly the same sequence. Pull the windows, drop the old skin off the header, screw the new skin on from the center hole outward, then raise the bows. After that come six snaps on the rear bow, the header latches, the quarter windows and finally the rear window on its tailgate bar.
- Temperature. Rough Country wants the fabric warmed above 75 F before you start. Cold vinyl shrinks and fights you.
- Header screws. Rough Country notes some TJs use 8 screws and some use 14. Bestop's 2003-2006 sheet says 8.
- Stated time. Bestop states 1 hour at skill level 2. Rough Country's sheet gives no time. ExtremeTerrain lists about 2 hours for the RC top.
- 1997 trucks. Rough Country tells 1997 owners to pull the plastic extrusion off the door surround first. It only matters on the RC, since the Bestop does not fit a 1997.
- Video. Rough Country's 13:23 install video walks through a TJ top. Its description links to the half-door version, but the frame work is the same.
Bestop's sheet adds a useful habit. If you run with the quarter windows out, roll the rear window up and secure it with the elastic garters.
What it changes on the Jeep, and parts you may need
Nothing mechanical changes. There is no geometry here and no effect on driveline or steering. You get a new skin and new windows on the same frame, and the Jeep looks and seals like a fresh factory top.
The parts you might need are the ones both tops depend on. Check the header latches, the door surround channels and the tailgate bar before ordering. If you are still deciding between fabric and a hard top, read soft top vs hard top first.
Warranty and support
Rough Country backs the top with a 3-year limited warranty. Its warranty page blocked every fetch we tried, so we could not read the exclusions.
Bestop splits its coverage. Black Diamond fabric carries a limited 3-year warranty, while vinyl windows, hardware and zippers get 1 year. Bestop excludes window "cracking due to varying weather conditions," misuse and normal wear. Claims need a registered product, photos and proof of purchase within 30 days of finding the defect.
Owner reports
We could not retrieve TJ forum or Reddit threads on either top, so these are retailer and maker reviews only. They are owner reports, not specs.
- Rough Country (owner ratings): 4.4 of 5 from 103 reviews on ExtremeTerrain. The review text was not accessible to us.
- Bestop (owner report): the 03-06 Replace-A-Top page shows 4.35 of 5 from 23 reviews. One 5-star owner wrote the "Fit is amazing and quality is better than OEM."
- Bestop (owner report): a 1-star owner called it "Baggy, noisy, and hot." A 3-star owner said the "material appears incredibly thin" next to twill.
- Bestop (owner report): a 4-star owner found the tint looked "brownish" rather than the gray in the photos.
Who should buy which
- 1997-2002 TJ, full steel doors: Rough Country. It is the only one of the two built for your year.
- 2003-2006 TJ, lowest cost to a sealed top: Rough Country, at $249.95 MAP against $299.99.
- 2003-2006 TJ, windows matter most: Bestop. 40 mil vinyl and YKK zippers are the upgrade you are paying for.
- Half doors: neither of these. Look at RC85350.35 or a Bestop listing with door skins.
- LJ Unlimited: neither. Both makers exclude it.

Does Bestop make a Replace-A-Top for a 1997-2002 TJ?
Not one we could find on bestop.com in September 2026. The maker's TJ Replace-A-Top pages and install sheets list 2003-2006 only. Retailers still list older 1997-2002 Bestop part numbers such as 51180 and 51127, but we could not confirm them on Bestop's own site.
Will either top fit a TJ Unlimited (LJ)?
No. Rough Country says RC85020.35 does not fit Unlimited models, and Bestop's title for 5119335 reads Exc. Unlimited.
Do I need a new frame or bows?
No, as long as your factory hardware is sound. Both tops are fabric and windows only. Both reuse the factory header, bows, door surrounds and tailgate bar.
